ISM Portal Access Regulation

The present document presents the terms of utilization and defines the user profile and the types of access to the MSI Portal. The CESOP-Local MSI Portal allows users to consult the Municipal Sustainability Index (MSI) through the digital platform on its 1.0 version. CESOP-Local may, in the future, consider creating other types of access and proceed to update this Regulation.

About the digital plateform

The MSI Portal allows the online consultation of the MSI.

The MSI, created in partnership with the municipalities of the CESOP-Local Network for Sustainable Territories, allows each municipality to get a diagnosis of its territory for each of the 17 Sustainable Development Goals of the 2030 Agenda through the analyzed targets and indicators appliable at municipal level. By agreement between both parts, only members of the Network can authorize and publicly spread the MSI results for its territory. A municipality can only grant access to the data if it is a member of the CESOP-Local Network for Sustainable Territories. The MSI doesn’t create rankings and can’t be used for that end. For investigation purposes, CESOP-Local may send raw data and its sources, if asked. 

Content management of the MSI Portal is assured by the Universidade Católica Portuguesa’s CESOP-Local Applied Investigation Unit. 

There are two types of access to the MSI Portal. Municipalities that are member of the CESOP-Local Network for Sustainable Development have Complete Access privileges, other Portuguese municipalities that are interested in entering the Network have Restricted Access.

The digital platform may be accessed by a internet browser on mobile devices or computers.

User profile/Types of access

Municipalities in the CESOP-Local Network for Sustainable Territories
Access 1: Grants full online access to MSI Reports for one territory since 2018

To access the MSI Portal, the member of the CESOP-Local Network for Sustainable Territories should enter the digital platform through www.cesop-local.ucp.pt, authenticate and click on the “Results” button that is located on the upper right side of the page. The access to the results implies that a digital platform account was previously created. For security reasons, the generated link has a time limit and must be personal and non-transferable.

Access 1 grants:

a)    Full, automatic, access to all MSI editions for their territory to coordinators and/or municipal managers from the Sustainable Territories project

b)    Access to a project management area, where coordinators and/or municipal managers can:

  • Create and delete accounts for each member of the municipal team
  • Manage the access of each member of the municipal team to each of the available tools. The types of access available for municipal users are: (1) Restricted access; (2) Full access; (3) Contributive access (for tools created and managed by that municipality, such as the MSI+ and Thematic MSI)
  • Adhere to tools developed by the Network (MSI+, Thematic MSI…)
  • Pick five Portuguese municipalities with which to compare the MSI results (this option is reserved to municipalities members of the CESOP-Local Network for Sustainable Territories that accept to share their results among other members). It is unauthorized to publicly reveal results from a municipality other that your own
  • Create a link that publicizes the results of the available tools

The publication of the territory’s MSI, and derivatives, results near the citizens of the municipality and the general public is of full responsibility of the City Council.

For the effect, the coordinator and/or municipal manager can use the Management area to:

  1. Give a permanent access link to the territory’s MSI through the MSI Portal that the City Council may share on its own website and/or use for public interest ends of the City Council.
  2. Define the level of information to present on the permanent access link to the territory’s MSI through the MSI Portal for the citizens and general public.

Portuguese municipalities that are interested In adhering to the CESOP-Local Network for Sustainable Territories
Access 2: Grants online access to all MSI editions for a territory upon request to CESOP-Local

A Portuguese municipality that is interested in adhering to the CESOP-Local Network for Sustainable Territories can, other than access the MSI methodology through the MSI Portal and the metainformation of all the available editions of the MSI that reflect the years of 2018 (101 indicators, related to 64 targets), 2019 (123 indicators, relative to 65 targets), 2020 (129 indicators, related to 66 targets), and 2021 (120 indicators, related to 66 targets) at www.cesop-local.ucp.pt, require to CESOP-LOCAL a link that allows to consult the MSI for that territory for all available years. The attributed scores and respective graphics will be sent.

For the effect, the President of the City Council or his/her representative should request CESOP-Local for the creation of an account of the digital platform. The request can be made via email (cesop@ucp.pt) or by telephone (217214040).

CESOP-Local has the rights to upload to its website, www.cesop-local.ucp.pt, the presentation of the MSI Portal, as an example. The data and scores shown are not real, and don’t reflect the results of a particular municipality. The free access to the presentation of the MSI Portal grants access to the MSI methodology to the user.

Other entities

Those interested in the MSI foir investigation purposes may, in addition to the access to the MSI methodology through the MSI Portal presentation at www.cesop-local.ucp.pt, request, via email (cesop@ucp.pt), the sources of the MSI, through raw data compiled form various official entities by CESOP-Local.
